    You DON’T!

You need the land, the money, the suppliers of products and pets, the licenses for keeping animals, the staff, the furniture and shelving, the tills.

So first, you buy commercial land or a pre-made shop.

Then you need to buy all the fixtures and fittings.

Then you need to locate suppliers.

Then you need a license and a basic animal care education.

I work in a pet shop as a shop assistant and I still have to take exams and know how to look after all the animals, and that’s without having to manage the shop, let alone buying one etc.

I’m not sure how you would go about it, but you need to make sure you really want to do this.
Pet shops have bad press because they are not too picky about where there livestock comes from or goes to and make profit by selling things that are harmful to pets, pine shavings for small animals for example. Most pet shops also sell cages that are unsuitable for the animals they reccomed them for.
There were two small pet shops in my town and both have closed down in the last year as people can now have a wider choice of better cages and accessories for less cost online and most people prefer to buy from breeders than pet shops.
