Do you need a exotic pet permit to own and have an axolotl in Pennsylvania?

I really want one, My two roommates and I have enough to afford the axolotl cage and all necessary items to keep it healthy and happy, we even have a named picked out. But we need to know if we need a permit, because that we might not be able to afford.

So my questions are;
Do we need a permit for having and owning an axolotl?

and if so;
how much will it cost to obtain an exotic pet permit?

    I am not sure of this, but I do believe that owning exotic and wild animals should not be allowed without state and USDA licensing. Did you know axolotl’s are almost extinct? This animal is not domesticated, and unless you have had your equipment checked out by an exotic veterinarian or two to ensure that this animal would be “happy” in your possession, then I would suggest not purchasing this pet.
